It usually starts with one email.

  1. Situation 1 A wholesale buyer or marketplace writes: "Please send your packaging declaration." You are not sure what that is.
  2. Situation 2 A shopper or an authority asks who the EU responsible person for a product is, and where it is shown on the page.
  3. Situation 3 You start shipping to a new country and discover it has its own packaging registration, a representative requirement and invoicing rules.

There are several rules, each with its own date and register, and no single place that lists them for your store. EuBinder puts them in one checklist and helps you prepare the documents behind it.

Proposal, not yet law. On 10 Dec 2025 the Commission proposed to suspend the obligation to appoint an authorised representative for packaging EPR (proposal COM(2025) 982, procedure 2025/0395(COD)). As of 2026-10-07 the European Parliament stage is "Awaiting committee decision"; a committee vote was scheduled for 5 Oct 2026 and the plenary vote is planned for 19 Oct 2026. The current rule still applies. We update this page when that changes.

What is EuBinder?

Does it make my store compliant?

No. It is an information and preparation tool. It drafts documents from the data you give and you review and approve them. It does not certify anything and is not legal advice. For legal questions ask a qualified adviser.

Which rules does it cover?

Product safety information (GPSR, since 13 Dec 2024), accessibility (European Accessibility Act, since 28 Jun 2025), the online withdrawal function (since 19 Jun 2026), packaging (PPWR, since 12 Aug 2026), packaging registers and authorised representatives per country, and B2B e-invoicing where your business is established. Do I need this if I sell from outside the EU?

Many of these rules concern products and services offered to buyers in the EU, wherever the seller is established; others, such as domestic e-invoicing, depend on where your business is established. Some duties matter most when you or your products come from outside the EU: an EU responsible person when the manufacturer is outside the EU, an authorised representative for packaging in countries where you are not established, and customs on low-value parcels shipped from outside the EU. Each item in the preview says when it applies.

Is it an accessibility overlay?

No. Overlays do not replace fixing the store. EuBinder scans, gives you a prioritised fix list and drafts the statement; a scan cannot catch every issue, so manual checks stay necessary.

What happens to my data?

The preview runs in your browser and sends nothing. If you join the beta, we store the e-mail and answers you give in a database in the EU; unconfirmed entries are deleted after 48 hours. The confirmation e-mail is sent through Cloudflare, a US provider. See the privacy notice. Unsubscribe any time.
